Monopoly Electronic Banking for $19 at Walmart (smp has $5 McDonald's Arch Card inside!)

I believe this is a Walmart exclusive, but I found Monopoly Electronic Banking on an endcap marked at $19 (was $24.97), and the packages had a $5 McDonald's Arch Card inside.  The boxes said "Walmart Exclusive" on them.
